1.0 Scope
The procedure outlines the use and operation of Underground Storage Tanks (UST).
2.0 Definitions
This procedure uses words and phrases that have a defined meaning within the context of this procedure. All questions regarding the meaning or usage of a defined term should be referred to the Environmental Health & Safety Department.
3.0 Responsibilities
In addition to required Environmental, Health and Safety (EHS) Program responsibilities discussed in EHS 001, EHS Policy, the responsibilities described below are necessary to ensure the effectiveness of the procedure.
3.1 Department Heads
Department Heads will ensure that supervisors of personnel are trained in this Procedure.
3.2 Employees and Contractors
All Fox employees and contractors/vendors working on behalf of Fox:
- Will not operate or maintain a UST without having appropriate and documented training.
- Will receive approval prior to operating or performing maintenance of a UST.
- Immediately notify their EHS representative of any concerns, spills or leaks associated with a UST.
3.3 Environmental, Health & Safety
The EHS Department will:
- Develop appropriate procedures for operating/maintaining the USTs
- Provide professional recommendation of services and facilitate training of Fox personnel authorized to operate/maintain USTs
- Perform a periodic review of this Procedure to ensure that all requirements are current and meet regulatory requirements.
4.0 Procedure
4.1 Leak Detection
Leak detection systems must be in place and functional at all times for all USTs.
4.2 Inspections
Conduct periodic walkthrough of UST facilities. Inspect monitoring systems, maintenance, and management of all UST systems according to manufacturer recommendations.
4.3 Spill Response
Develop a spill response plan and have on file with the local CUPA (Fire Dept.)
4.4 Training
Employees involved in operating the USTs are required to have documented training prior to use.
4.5 Reporting and Record keeping
Records must be maintained for each tank of the following parameters:
- Product inventories
- All maintenance activities
- All changes to the tank system
- Any spills related to the tank and the associated response
- Any leaks detected from the tank and the associated response
- Inspection reports
- Training of personnel
