FOX Corporation uses atmospheric smoke, fog, haze and other products (atmospherics) as part of its routine production operations. In order to ensure the safety of its crews, the following procedure will be implemented as applicable to minimize employee exposure during the use of atmospherics.
1.0 SCOPE
This Procedure applies to all FOX Corporation (FOX) production activities.
In order to accommodate the rapidly changing regulatory landscape, any printing of this policy will render it obsolete. Please refer to this policy online in order to reference the up-to-date version.
2.0 DEFINITIONS
3.0 RESPONSIBILITIES
In addition to required Environmental, Health and Safety (EHS) Program responsibilities discussed in EHS001, EHS Policy, the responsibilities described below are necessary to ensure the effectiveness of the procedure.
3.1 ENVIRONMENTAL, HEALTH & SAFETY DEPARTMENT
The Environmental, Health and Safety (EHS) Department will:
- Provide support to productions in order to quantify and monitor potential exposures to atmospherics during their use.
- Develop and maintain policies and procedures used to assist productions in preventing potential workplace exposures to atmospherics.
- Consult with the applicable effects coordinator to ensure they use appropriate products and in the agreed upon quantities needed for the atmospheric effects being generated.
- Review and update this Procedure annually, or as necessary, to comply with regulatory changes.
- Ensure that the appropriate direct reading and personal monitoring may be required. Based on findings, Fox Production Safety will discuss with management the requirements and/or limitations of smoke/fog use.
3.2 PRODUCTION MANAGEMENT
Production Management will:
- Ensure that the Special Effects (SPFX) Coordinator consults with the EHS Department or assigned monitoring consultant to ensure atmospherics are being used below the manufacturer’s established exposure limit(s).
- Conduct safety meetings, informing the crew of the day’s work using atmospherics.
- Only allow essential personnel to work in areas where atmospherics are being used.
- Ensure adequate ventilation is always being considered and used.
- Ensure that Safety Bulletin #10 (Artificially Created Smokes, Fogs, & Lighting Effects) is attached to the call sheet when atmospheric use is planned. Located at www.CSATF.org or www.actsafe.ca
4.0 PROCEDURE
Prior to Filming:
- Contact the Environmental, Health and Safety Department (EHS) when it is determined that atmospheric smoke/fog will be used.
- Discuss with Director of Photography the specific’s of how much smoke/fog will be needed to obtain the desired look on camera.
- Environmental, Heath and Safety will determine if monitoring is required to verify levels are under the established exposure limit(s).
- SPFX will provide Safety Data Sheets (SDS) for all smoke/fog fluids planned for use and equipment manufacture information for smoke/fog machines.
- Environmental, Health and Safety will discuss with management requirements to utilize desired effect.
Day of Filming:
- The 1st AD will conduct a safety meeting informing the crew of the intended use of atmospheric smoke/fog each day it is used.
- Only allow essential personnel to work in areas where atmospherics are being used.
- Ensure adequate ventilation is always considered and used. This includes the use of exhaust fans, opening stage doors and turning off smoke/fog machines when not needed.
4.1 EQUIPMENT AND PRODUCTS USED
Smoke/Fog Fluids:
- C-Beam Fluid – provided by Le Maitre Pyrotechnics and Special Effects.
- Regular Haze – provided by Ultratec Special Effects
- REEL EFX oil-less diffusion fluid – provided by REEL EFX Inc.
- Look Solutions Fog and Haze Fluid – Provided by Look Solutions USA, Ltd.

4.2 PERSONAL PROTECTIVE EQUIPMENT
Employees are permitted to request a respiratory protective device for personal use in the workplace; however, the respirator to be used and the circumstances for its use must consider a variety of issues. Review of the FOX EHS Policy 302 is recommended or contact your Environmental, Health and Safety representative for more information.
